In 2012 GL Hearn, Baca Architects and Northcroft carried out further study work to identify how the West Bank could be included Local Planning Policy and how best to progress the plans/technical viability work previously developed by Baca and team the year before.
Redevelopment of the site would create an exceptional new waterside quarter on the West Bank, combining the best in design, environmental protection, job creation and enhancing the existing character of the area’. It would also help to deliver flood protection to the 70 existing homes and to secure the future for the existing businesses.
In 2010 Baca Architects, Haskoning, Knight Frank and Cyril Sweett carried out a desktop assessment of the constraints, including detailed 2D flood-risk information (such as depth, velocity, climate change etc) and the opportunities based on a whole range of options from traditional to innovative approaches. This work identified that the most likely mechanism to deliver this vision and provide protection to existing residents was to establish a major new development raised out of flood risk through the excavation of a 100 hectare multi-use lagoon, providing: flood-storage, recreation, floating property, salt marsh habitat and tidal energy generation.
